The Free State Legislature responds to allegations of 120million misspent on the new Legislature Building Complex
Bloemfontein, 11 September 2017 – the Free State Legislature notes the media reports regarding the "120 million misspent" on the new Legislature Building Complex. The Free State Legislature resolved in 2010, that the Free State Provincial Government initiates the process of building a new legislature complex at Ramkraal site in Bloemfontein. The proposed building when complete will produce the total development footprint at 15,283 square metre. The total project costs were initially estimated at R841million. The Department of Public Works proceeded with the appointment of contractors and was responsible for the appointment of all procurement processes including the appointment of contractors as well as other services relating to the project. At the initiation stage of the project, it was agreed that the Free State Legislature will act as the payment agent, the arrangement that lasted until September 2012 and was shifted back to the Department of Public Works. At the time, all relevant records were transferred to the Department of Public Works.
The Free State Legislature responds to allegations of "120 million misspent" on the new Legislature Building Complex.
The report received from the Provincial Treasury is that Office of the Auditor General has initiated a process for a further review and to link the payments made by the Department of Public Works to the Free State Legislature during the 2010/11 financial year and across the four-year financial period. Additional to that, the Rules and Orders Committee of the Free State Legislature has established a Joint Committee comprising of the Portfolio Committee on Public Accounts and Infrastructure Development to summon various individuals and institutions to appear before the committee to respond to various questions regarding the project.
We are of the view that, at this stage it is premature for anybody to venture into unfounded conclusions of the financial misspent on the project. Any further communication from anybody other than the AGSA and the Joint Committee regarding the unproven amounts “misspent” on the project remains mere speculation. We advise all our people to give these two processes led by the AGSA and Joint Committee an opportunity to deal with the matter thoroughly and at the right time, communication regarding the project and its future will be correctly made public.
